OUR GOAL:
To make Berlin an even greater place to live, work, and visit while providing a year-round venue for all ages, abilities, and interests to join together in healthy outdoor activities.
WE NEED YOUR SUPPORT:
On November 7, 2023, Berlin voters approved a $775,000 Recreation Bond to support the development of a 4-season Recreation Center, complete with a solar canopy. The Berlin Selectboard wishes to supplement that approval by asking the voters to approve an additional amount not to exceed $825,000, subject to reduction from the receipt of available state and federal grants-in-aid.
WHAT THE PROJECT ENTAILS:
Adding a concrete surface within the hockey rink for skating and ice sports in the winter, or basketball and pickleball in summer. This surface will be covered by a solar canopy to generate energy, creating revenue for the Town.
THE DETAILS:
The financing of installing a solar power generating canopy while creating a four-season recreation facility has an estimated upfront cost of $1,600,000. The 20-year repayment of this principal amount with associated interest and maintenance cost is anticipated from three sources:
1. $944,015 Solar Energy Sales, over duration of the 20-year bond.
2. $424,804 Inflation Reduction Act Grant.
3. $599,901 Town of Berlin General Fund, over duration of the 20- year bond.
After 20 years, the Town will then own a $1,600,000 4-Season Recreation Facility for a $599,901 investment by Town property owners. After payoff, the solar canopy will continue to produce power for an estimated 10 years with an added revenue of $300,000 for the Town, further reducing the taxpayer obligation.
